The following people are the members of the Board of Directors of the Friends of the Portland Community Free Clinic:

Peter Toohey, President
Peter spent 30 years growing up on Pitt Street in Portland with his 8 brothers and sisters. He went to Nathan Clifford, King Junior High, and Portland High School. He earned his CPA at BerryDunn and came to the Friends through a sailing connection with our Past President, Joan Tryzelaar. When he is not working, he spends his time with his family at the beach, going hiking and backpacking, and playing hockey.

Amanda Burgess, MPPM, MPH – Vice President
Amanda started volunteering at the PCFC as a receptionist in 2017 and joined the Friends in 2019. She began her career in public health on the finance and public sector development teams at Partners in Health, before transitioning to a research-focused position at the Cutler Institute at the University of Southern Maine. Amanda currently is a part-time faculty for the Master of Public Health program at the University of Southern Maine.

Michael Brennan
Michael is a Maine politician and professor who formerly served as the 87th Mayor of Portland, Maine. Brennan, a Democrat, served as State Senator from 2002-2006 and Senate Majority Leader and a 2008 Democratic candidate for Maine’s 1st congressional district. On May 15, 2011 Brennan announced his candidacy in the Portland, Maine mayoral election. On November 9, Brennan won the 15-candidate contest and became the first directly elected mayor of Portland since 1923, a position he held for four years. Michael joined the Friends Board in 2015. He is currently serving as State Representative from House District 115 (Portland).

Gina D’Angelo, RN, MSN
Gina D’Angelo was a volunteer nurse at the PCFC for over 20 years and a member of the Friends of the PCFC Board since its inception. She is a 1973 graduate of Kent State University and received her Masters Degree in Nursing from Boston University. She has also been a member of the Beach to Beacon 10K Medical Committee and a nurse volunteer in the Medical Tent for 20 years.

Jim Haller, MD
Jim Haller is a board certified Family Physician who grew up in Massachusetts and spent summers vacationing in Wells, Maine. He moved to Maine to do his residency training at Maine Medical and Mercy Hospital in 1990. Jim has been volunteering at the Portland Free clinic since 1993 and joined the Board in 2024. He enjoys spending his free time with family, golfing, and gardening.

Charlotte Phillips, RN, MPH
Charlotte Phillips was a RN volunteer at PCFC for 4 years and a member of the Friends Board since 2015. Before retiring, she was involved in clinical research working in data collection, administration, human subjects protections, and building clinical registries at hospitals in Portland, Boston and New York City.

Nancy Smith, MSN, RN
Nancy Smith was an RN volunteer at the PCFC for over 15 years. She has been a board member since its inception. Her nursing career spanned 45 years, in a variety of settings. Nancy retired from her role as Department Chairperson for Nursing at Southern Maine Community College in 2015. Her involvement with the Friends includes serving on the Events and Development Committees. When she is not volunteering, she spends time with family, various hobbies, physical activities, reading, and traveling.

Curt Winchenbach, MD
Curt Winchenbach is a former PCFC volunteer and retired gastroenterologist in Portland. He stays active taking care of his summer cottage in Waldoboro, volunteering at South Portland Food Cupboard, playing pickleball, kayaking, cycling and walking.

Jeffrey Saffer, MD
Jeff is a board-certified family physician who has volunteered at the PCFC for over 10 years. After residency at Maine Medical Center, he had an active practice in South Portland/ Cape Elizabeth for over 35 years-during which time he also enjoyed precepting resident physicians. Since retiring from active practice, he enjoys spending time with family, cycling, gardening, volunteering, and reading.
